Yes!!! I did go to visit people in Bahrain and Kuwait. This was during the transition time from Bush to Clinton. I just went because I was told to take the opportunity to see things. In 1994, France negotiated a deal to sell three Agosta-class submarines to Pakistan for a sum equivalent to €826 million (£684m, $996m). The commissions of 6.25% of the contract amount, approximately €50 million was paid out.[1] In accordance with standard procedure back then, only in 2000 did France sign an OECD convention outlawing commissions, some 50m Euros were paid as 'sweeteners' to various senior Pakistani military and political leaders.[2]
These contracts are believed to have resulted in kickbacks which allegedly financed the campaign of former Prime Minister Edouard Balladur to French presidential election, 1995. In Pakistan, the commission enriched many military officers and political leaders. In 2002, when former French President Jacques Chirac was elected, he cancelled the commissions and kickbacks, angering many officials in Pakistan.[3]Increasing evidence suggests that cancellation of the commissions, ordered by former French President Jacques Chirac, was decided after it was discovered they were in part re-routed back to France to fund political activities of Chirac's principal political rival, Prime Minister Edouard Balladur.[4] Some intelligence reports allege that the May 8, 2002 terrorist attack that killed 11 French technicians in Karachi was in retaliation for unpaid commissions.[5] Some intelligence reports allege that Pakistan Army's ISI intelligence used part of these commission to finance the Kashmiri freedom fighters in the Indian occupiedKashmir.[6] Some reports point to Harkat-ul Mujahideen al-Alami allied to al-Qaeda that allegedly carried out the terrorist attack.[7]
